Most rooms solve this with a bath shower mixer and a compromise on both counts. Cadence gives the shower a proper fixed head at ceiling height and the bath a filler that is not a diverted handset. What is included?

Can the bath fill while the shower runs?
No. The valve diverts between outlets rather than feeding them at once, which is what keeps pressure and temperature stable at whichever one you are using.
Is it only for over-bath showers?
That is where it earns its place, but it suits any room where a bath and a shower share one wall. If there is no bath in the room, Pluvia or Averse gives you the same shower without the third outlet.
